SYSTRA Ltd strengthens rail engineering’s signature team
We are delighted to announce the appointment of Andy Duggins - Engineering Operations Director with our UK and Ireland engineering business.
Andy joins us from Aecom and previously Atkins - where he held senior positions, notably as HS2 Project Director for both midlands stations as part of the Engineering Delivery Partner team. Andy brings a wealth of UK rail industry knowledge and over 25 years of experience.
Based in our Birmingham office and reporting to Steve Higham - Managing Director, Engineering, Andy will take charge of the operational delivery of the combined engineering project portfolio of SYSTRA Ltd and TSP Projects in conventional rail, metro, light rail and infrastructure engineering markets

Andy Duggins’ Background
Andy has been elected as a Fellow of both of the Institutions of Civil and Structural Engineering which underlines his strong personal beliefs around the importance of development and mentorship. Andy has an inclusive, positive and collaborative leadership style which allows him to build strong and effective project teams. Andy is an alumni of both Cardiff and Leicester Universities from where he respectively gained a Civil Engineering degree and latterly an MBA.
In more recent times Andy was Chiltern Railways Project Director for the successfully completed Project Evergreen 3 Mainline Line Route Upgrade, followed by three successful years as Atkins Project Director on the extremely challenging and complex redevelopment of Birmingham New Street Station as part of the ‘Gateway Project’. After completion of ‘Gateway Phase 1’ Andy migrated into the role of HS2 Project Director for both West Midlands Stations – Curzon Street and Interchange – which are currently on schedule to be completed in advance of the wider Phase 1 route opening in 2026.
In his spare time Andy is a keen cricketer, happily married with three children, and lives locally in South Birmingham.
