The Challenge

Over the past six years, SYSTRA has worked as part of a multi-disciplinary team including Hopkins Architects, BDP and Ramboll, to provide transport and highways advice in support of The Peninsula London, an exclusive five-star hotel (supported by ancillary facilities including spa and two ballrooms, residential units and retail land use) at 1-5 Grosvenor Place. Working on behalf of Grosvenor Britain & Ireland, SYSTRA prepared a Transport Assessment, Framework Travel Plan, Delivery & Servicing (incl. Waste Management) Plan and Environmental Statement Transport Chapter to support the planning application.

SYSTRA’s Role

SYSTRA made use of the South Westminster Traffic Model, a SATURN model, for traffic assessment of the impact of development on the surrounding highway network. SYSTRA provided advice regarding the proposed access strategy, internal circulation, public realm improvements and parking provision, developing a robust evidence base from which to successfully agree on site parking substantially in excess of London Plan policies for hotels. SYSTRA also led transport discussions and negotiations with Transport for London and Westminster City Council regarding the scheme.

The devlopment successfully gained planning permission and is currently under construction. SYSTRA has since been retained to provide post-permission support, including preparation of documentation in support of a series of Minor Material Amendments and Non- Material Amendments, progressing a stopping-up order and application of oversailing licenses, Section 278 discussions with WCC and TfL and assisting with discharging a number of transport-related planning conditions.
