Hunts Grove New Community, Stroud

THE CHALLENGE

SYSTRA was appointed by Crest Strategic Projects to prepare a Transport Assessment and Residential Travel Plan to support a planning application for a new access junction and allocation of land within the Stroud Local Plan for a development of up to 750 dwellings on land at Haresfield Lane, adjacent to the Hunts Grove development site to the south of Gloucester in Stroud District. We also provided assistance to Crest with the implementation of a consented new community of 1,750 dwellings (plus retail and community facilities) on a Greenfield site, which will be linked to the Haresfield Lane site.

SYSTRA’S ROLE

SYSTRA inputs included detailed highway capacity and safety assessments of the access proposals, and re-negotiation of a number of Section 106 clauses relating to the consented development. This work has involved detailed negotiations with the local highway authority (Gloucestershire County Council) and Highways England, input to an Environmental Statement and Design and Access Statement, and engagement with local stakeholders at meetings and public consultation events to address concerns and develop buy-in from local residents. The allocation was subsequently secured in the adopted Stroud Local Plan and the Section 73 application associated with the revised Section 106 agreement was consented at Committee in April 2016.
