Common Appraisal Framework Parameter Peer Review & Forecasting Advice Services – DTTAS
SYSTRA conducted a peer review, and provided advice on, draft guidelines developed by the Department with respect to updated parameters for the Common Appraisal Framework (CAF) for Transport Projects. This guidance is a vital component in the process of project appraisal, within the wider context of the Public Spending Code developed by the Department of Public Expenditure & Reform (DEPR).
A range of economic issues which are relevant across 5 parameters were reviewed and key principles that can be applied in setting parameter values identified. The 5 Parameters assessed included:
- Value of Time,
- Vehicle Operating Costs,
- Emissions Values,
- Collision Costs
- Active Travel
The peer review examined the existing approach in calculating the relevant parameter values, sets out any observations on the calculations and discusses future forecasting methodologies
